Once known as Clifton-by-the-Sea, Bacliff has no city government. It occupies the bayfront on the Galveston County side of Highway 146, and its nearly ten thousand residents started as weekenders but today mostly drive to work around the bay.

Clifton-by-the-Sea remained the name until about 1950, and a post office opened in 1961. The community lies on FM 646 and Galveston Bay, roughly 16 miles northwest of Galveston. Weekend cabins gave way to commuter housing by the 1980s, and 9,677 people were counted in 2020.
A municipal utility district, Bacliff MUD, delivers the water. It purchases from the Gulf Coast Water Authority, whose Mackey plant in Texas City processes river water from the Brazos. No city hall exists here, so shutoffs and alerts come from the MUD.
