The lights on the buttons are on but the fan will not start. Why?

The panel may be powered while the motor circuit is open. We test voltage at the motor and capacitor side to see whether the board, a switch or the motor is the cause.

Does the lower mounting height change how often I should wash the filters?

Sitting closer to the burners means they take in more grease, so many owners wash them more often. Look at them whenever the draw seems weaker.

Is a draft from the hood normal?

Without a damper some back-flow can occur. If it is strong, the outside cap is the first place we look. A stuck cap flap or a missing flap altogether lets cold or humid air walk straight back down.
