State Highway 6 runs through Arcola, a small city between Sugar Land and Alvin. Its land once held one of the largest cotton and sugar plantations in Texas. Roughly 2,000 people live here, and the city's water system is still being extended.

Back in 1850 Jonathan Dawson Waters owned the Arcola plantation, and the Houston Tap Railroad crossed it in 1858. A sugar mill and two steam gins were operating by 1884. Population grew from 1,048 in 2000 to 2,034 in 2020, and housing runs from old houses to fresh subdivisions.
In April 2023 a city water plant opened in Arcola, paid for with a $3.4 million federal loan. Until then residents relied on Fresh Water Supply District No. 1 of Fort Bend County or on private wells, and hookup costs left many homes unconnected.
Arcola's setting is open, flat farmland, so many lots take full summer sun and garages and utility rooms heat up badly. Spare freezers and refrigerators kept in them wear out faster than appliances inside the house, with seals and fans suffering first.
