It clicks every few minutes yet never runs. Is the compressor finished?

Not necessarily. A start relay that is wearing out causes exactly this pattern, and replacing the relay is a much smaller job and a smaller bill than replacing a compressor.

Is a weak water dispenser always the filter?

Often it is, since an overdue filter restricts the flow. If a fresh filter does not help, we test the line and the inlet valve next to find where the water is being held back.
